By the end of chapter 7 Jem just lost it he lost the only place where he could look forward to getting things. When Mr. Radley filled the knot hole in the tree it broke him down. Earlier in the novel he was fearless he went to the Radley place often to find Boo but never did.In the dead of night he went back alone just to get his pants to only find them hanging on the fence of his yard.
I assume the clothes were put back by Boo so it seems he isn't a bad person. I think Scout saw that when there was the fire in ch.8, Jem and Scout were standing by the Radley place. And suddenly out of nowhere a blanket appeared around Scout and realized the only person not at the fire was Boo. So at times Jem can be fearless but at others he is not so tough.
